Why don't we have guaranteed course quality?

The problem with some student loans is that they buy nothing of value. There are too many students studying poorly designed courses, with poor quality lecturers, and studying for qualifications that will never lead to jobs. This is a problem across the board, even at the generally well regarded universities like Auckland. The providers pocket the money and the students pocket a life time of debt.

The rubbish institutions and courses are a minority but that doesn’t mean they aren’t a problem. One way that quality tertiary providers could stand out is by providing a guarantee like the University of Law which promises a refund of half the student’s fees if they don’t secure a job within 9 months of leaving. 

In New Zealand many students are told that their courses will lead to a job and that their money will buy a quality education. How about backing those promises with a meaningful guarantee? If the providers refuse, what does this say about quality?
